Foreign Worker Recruitment

SNS Manpower handles the full recruitment cycle for manufacturing, logistics and semiconductor operations, from sourcing candidates in approved countries of origin through to mobilisation on site. Every requisition starts with a clear job specification covering the role, headcount, skill level, shift pattern and any physical or technical requirements. We then screen and select candidates against that specification, so the workers who arrive match the roles you need to fill.
We coordinate the documentation, pre-departure steps and arrival logistics through the proper government channels, and keep a single point of accountability for your team throughout. The result is a structured, traceable placement rather than an ad-hoc supply of labour. Worker Accommodation (CLQ/TLQ Management)
Centralised and temporary labour quarters, managed to Act 446 standards.
SNS Manpower currently operates centralised and temporary labour quarters (CLQ/TLQ) that house workers for several employers across the Perai and greater Penang area. These are running facilities, not a future plan. We manage occupancy, upkeep, safety and day-to-day welfare on behalf of client companies.
Our accommodation is managed in line with Act 446, the Employees’ Minimum Standards of Housing, Accommodations and Amenities Act. That covers sleeping space, sanitation, ventilation, fire safety and the certificate of accommodation. Housing several employers’ workforces under one managed operation gives clients consistent standards, clear records and a single accountable contact for any accommodation issue. For companies that are audited on their labour supply chain, decent and compliant housing becomes a documented part of the placement rather than something left to chance.
Transport & Fleet
Bus and van fleet management for worker mobilisation to and from site.
SNS Manpower manages a fleet of buses and vans that move workers between their accommodation and worksites on a scheduled basis. We handle route planning, scheduling around shift patterns, and the day-to-day coordination that keeps workers arriving on time and returning safely.
Reliable transport is a practical part of workforce management. It reduces lateness and absenteeism, keeps workers out of unsafe informal transport, and gives employers a predictable link between housing and the production line. Vehicles and drivers are run as part of our wider operation, so mobilisation sits under the same single point of accountability as recruitment and accommodation. As headcount or shift arrangements change, we adjust transport capacity to match, so it is one less logistics problem for your operations team to solve on its own.
Payroll Management
Payroll processing and records administration aligned with the Employment Act.
SNS Manpower processes payroll and maintains wage records for foreign workforce, aligned with the requirements of the Employment Act 1955. This covers the calculation of wages, overtime and statutory deductions, timely payment, and the issuing of itemised pay statements so workers can see exactly how their pay is made up.
Accurate, well-documented payroll is central to a defensible labour supply chain. Clear wage records show that workers are paid correctly and on time, and that deductions are lawful and transparent. That is a direct concern for procurement and ESG reviewers who audit forced-labour risk. We keep orderly records that employers can produce on request, which reduces the administrative load on client HR teams while keeping wage practices consistent, traceable and ready for review.
FOMEMA & Medical Coordination
Scheduling and managing mandatory FOMEMA screening and health compliance.
Every foreign worker in Malaysia must pass medical examinations administered through FOMEMA, on arrival and on a recurring basis during employment. SNS Manpower schedules and manages these examinations from start to finish. We book appointments at registered clinics, coordinate worker attendance through our own transport, and track results and renewal dates so no deadline is missed.
Because FOMEMA status is tied directly to permit validity, a lapse can put a worker’s legal status and your production headcount at risk. We monitor each worker’s medical timeline and act ahead of expiry, so the workforce stays fit, screened and compliant. Handling health compliance as a managed process, rather than a scramble at renewal time, protects both worker welfare and the continuity of your operations, with clear records available for audit.
Permit & Documentation Handling

SNS Manpower manages work permit applications, renewals and the wider immigration documentation that keeps a foreign workforce legally employed. We prepare and submit paperwork through the proper government channels, track expiry dates, and coordinate renewals ahead of time so permits stay valid and workers stay lawfully employed.
Documentation is where labour-supply compliance is most often won or lost. We keep orderly, up-to-date records for each worker and follow official procedures at every step, with no shortcuts and no informal arrangements. Workers keep custody of their own passports and personal documents throughout, in line with Malaysian law. For clients, that means a workforce whose paperwork is in order and auditable at any time, and a single accountable partner managing the immigration lifecycle from arrival through to the end of contract.
