Foreign Workforce Solutions · Penang, Malaysia
SNS Manpower Group
Your Workforce, Our Responsibility
We recruit, house, transport and manage foreign workers for Penang's manufacturing, semiconductor and logistics employers, and for construction, plantation and F&B operations across Malaysia, under one accountable point of contact.
What best describes your operation?
What we do
One partner for the whole worker lifecycle
Sourcing workers is only the start. Accommodation, transport, payroll, medicals and permits all have to hold together, and stand up to audit. SNS Manpower runs all six as a single, documented operation, so your team manages one relationship instead of six vendors.
Compliance-first
Practices aligned with the Employment Act, Act 446 and ATIPSOM, built for RBA-audited supply chains.
Worker welfare
Workers keep custody of their own passports. Decent housing, reliable transport, clear grievance access.
Documented end to end
Every placement is traceable, from job specification through permits, medicals and payroll.
Services
Six service lines, one operation
Everything a foreign workforce needs to be recruited, housed and kept compliant in Penang.
How it works
From approval to handover, one managed process
The Malaysian foreign worker process has many steps. You deal with one partner who runs all of them.
- 01
Approval & Quota
Tell us your roles, headcount and sector. We help you prepare and secure the foreign worker quota approval your operation needs, through the official channels, before anything else moves.
- 02
Sourcing & Selection
Candidates are sourced from approved countries of origin and screened against your job specification: role, skill level, physical requirements and shift pattern. You get workers matched to the job, not a random headcount.
- 03
Documentation & Permits
Work permits, visas and immigration paperwork are prepared and submitted through the proper government channels. We track every application and keep you informed, with no informal shortcuts at any step.
- 04
Arrival & FOMEMA
We receive workers on arrival, complete mandatory FOMEMA medical screening, and move them into accommodation managed to Act 446 standards. Workers keep custody of their own passports throughout.
- 05
Handover & Ongoing Management
Workers are transported to your site, inducted and handed over ready to work. From there we keep managing housing, transport, payroll, medical renewals and permit renewals for the life of the contract.
FAQ
What employers ask us
Straight answers on cost, timeline, levy, permits and replacements. More on the contact page.
Which sectors and areas do you serve?
Our home ground is the Penang industrial corridor, where we focus on manufacturing, semiconductor and logistics operations across Perai, Prai Industrial Estate, Batu Kawan, Seberang Perai and Bayan Lepas. We also supply and manage workers for construction, plantation and F&B and services employers across Malaysia.
Do workers keep their own passports?
Yes. Workers retain custody of their own passports and travel documents at all times, as required under Malaysian law. We do not hold or confiscate worker documents.
How much does it cost to hire foreign workers?
Total cost depends on the sector, source country and headcount. The main components are the government levy, visa and permit fees, FOMEMA medical screening, transport and accommodation, and our service fee. We follow employer-pays principles, so workers are not charged recruitment fees that put them into debt. Tell us your requirement and we will give you a clear, itemised quotation with no hidden charges.
How long does it take to get workers on site?
It depends mainly on your quota approval status and the source country. If your approvals are already in place, the remaining steps are sourcing, medicals, visas and mobilisation. If you are starting from scratch, the approval stage adds time up front. As a rough guide, plan in terms of weeks to a few months, not days. We manage the timeline end to end and keep you updated at every stage, so you always know where your workers are in the process.
Who handles the levy, permits and paperwork?
We do the administration; the levy itself is the employer’s statutory obligation under Malaysian law. Our team prepares and submits permit applications and renewals through the proper government channels, tracks expiry dates, and coordinates FOMEMA screening so nothing lapses. You get a workforce whose paperwork is in order and auditable at any time, without your HR team having to chase government processes.
What happens if a worker leaves or is not suitable?
Worker exits and replacements are managed compliantly: proper documentation, repatriation where required, and a replacement sourced against the same job specification. The specific replacement terms, including timeframes and any cost-sharing, are set out clearly in your service agreement before we start, so there are no surprises later. Ask us about replacement terms when you request a quotation.
